i want to step down a high-current before applying it to a CMC.

i believe i can do that the normal way:

1. first pass the high-current through a current transformer. (say, 1A down to 1mA).
2. and next pass the 1mA output and my 1mA comparison signal into a CMC.

Correct?

Is it possible to combine the CT and CMC into a single device? I was thinking a CMC with non-1:1 ratio might be possible.

I think you are confused about how a current transformer works. It is used to measure current not reduce or even multiply current.
