Is there a DPDT type relay that only use 1 volts dc to close the contact when power is supply and another contact close when there no power to the coil.
So far came across relay use 3 volts dc that is the lowest dc volts found.
Need a relay that use only 1 volts dc, is there such a DPDT relay that use only 1 volts dc ?
If there is no such relay , is there a circuit that using a chip to draw 1 volts dc that can replace 3 volts dc relay.

Not that I have ever seen....though it might be possible to custom wind a reed relay coil. It might help to explain you application. What's the source of the 1 volt? How much current can it supply? What's the current/voltage of the circuit you are trying to switch with the relay? There may be other approaches.
