That is a horrible schematic - lots of empty space and teeny, tiny writing that is low resolution so is difficult to read even when magnified.
Can you give us better resolution images?

By my count there are 7 fuses so check all of them. A blown fuse is a good guide to the problem area.
Also have a good look around for any overheated components or blown or bulged electrolytic capacitors. If you're not familiar with capacitor failures look here: http://www.capacitorlab.com/visible-failures/
Thanks Albert for your response i did have a look at he capacitors they all seem good will look further for fuses all the fuses i checked were good when tested with my DMM

73072036-F677-464F-99A3-9EB5D2BD8F42.pngThe left board is the input for the 220v the voltages available are -27v +4.98V also something that i noticed is i get -18V dc on the pins for the FL1and FL2 always through that should be +ve volts or AC volts to the FL of the VFD. The other voltage i get is the Pcheck which is 1.89V not sure if thats correct cause it originated from the 4.3v Zener..i could be wrong always thought Pcheck should be around 4.3v to 5v .the P On pin in the second circled part is 0V..not sure whether that should be 5V or ??? There is a relay in the right circled part that switches to provide +18 and -18V dc to the rest of the circuitry..the question that drives me nuts is whether the 18V relay turns on first at initial power up or left side power pcb fires up first?? Any help would be much appreciated thanks guys.
