Is the PB137 *really* reverse protected?

Hi all,

In building my little makeshift solar charge controller (panel is 1.5 Watts, maxes out around 250-290 mA), someone suggested I use a PB137 voltage regulator to regulate the voltage coming in for charging the SLA battery.

My questions are these: Does the PB137 stop supplying output voltage if the input falls below its dropout limit? The datasheet specifies about 10 uA of reverse leakage current: has anyone used these that can verify that? Lastly, the supplied circuit in the datasheet has a cap on the input and output: are these just to filter the ripple, or are they absolutely necessary?
