I am studying circuit and I would like help understanding such questions.
You can establish the "steady state" of the circuit for all time t < 0 by inspection because nothing is changing. You know all the currents and you know all the voltages. This will be true up to an infinitesimally small interval prior to t=0 when the switch is closed. At the moment t=0 everything starts changing and your task is to determine how things change and where things end up after all of the transients have stopped beating up and down.

You start at a steady state, where you can calculate all the voltages by ignoring the capacitors.
Then your task it to determine what happens over time after the switch is closed.

Not entirely clear this is a homework question. If it is it needs to be moved to Homework Help. The TS did not ask for an answer, he asked for help understanding the question, which may not have been clear from the problem statement.
