I'm doing a transient simulation using multisim and I'm confused at the my what I'm getting.

This is the relevant datasheet part:

It says the input offset voltage for the LM324 is typically ±9mV. The offset (effectively a built-in voltage difference between the inverting and non-inverting inputs) arises because of asymmetry/tolerances in the manufacturing process.
[Note 8: V O . 1.4V, R S = 0Ω with V + from 5V to 30V; and over the full input common-mode range (0V to V + − 1.5V) for LM2902, V + from 5V to 26V.]
