in any MCU, FPGA or CPLD's can we use timer and counter simultaneously in one channel?

more specifically I'm using PCI1780U Advantech card.
It has dedicated timer and counter pins separately, but at a time only one of the function can able to use. is it possible to use both at a time? or not.
