I'm having a problem with cd4026 it sends a carry out signal on 5 instead of 9

That's because pin 5 is the carry out pin. Pin 9 is for the D segment of a seven segment display.

 

I think TS means CARRY OUTPUT appears on count of 5 and not 9.

Look at the timing diagram carefully.
CARRY OUTPUT goes high-to-low on count 4-to-5.
CARRY OUTPUT goes low-to-high on count 9-to-0.
