R5, R6 & R7 should be 220 ohms.
and
R4 should be 330 ohms.
This will keep current to all LEDs at the same brightness and within current limits of typical 3mm or 5mm bullet shaped LEDs.

if capacitor didn't installed, cd4017 keeps working and light the led whether switch is on/off
The problem is that the buzzer is acting like an impedance connecting the timer output to the enable pin. Using a capacitor to add delay on the rising edge of the clock is a kludge. You should work out a more robust way to enable the buzzer+counter.
