The capacitor puts a capacitive load on the timer output that isn't required.
The problem is that the buzzer is acting like an impedance connecting the timer output to the enable pin. Using a capacitor to add delay on the rising edge of the clock is a kludge. You should work out a more robust way to enable the buzzer+counter.on breadboard.
if capacitor didn't installed, cd4017 keeps working and light the led whether switch is on/off
