Identifying a SMD transistor

I am having trouble trying to figure out this transistor. The silk screen number says Q703. So I figured it is transistor by looking at other components..
Can any one identify the exact number of the part

The number is 130 .E.
This is working from a working PCB.
I need to replace a blown one from another PCB

Ah ! That is an issue.
I picture was taken while the unit is running. I cannot shut it down and it is not easily reachable.
It's on a balcony edge.

Are you sure it's an 'E'.... kinda looks like a 'w' --- This could be a transistor or a more complicated circuit in this package. Marking could be private-label.... very, very hard to tell. I'm looking through my SMD marking books to see if I can identify it.... do you know what year or decade this device is.. what is it (that would help a lot)?

Here's its actual part #: BL8509-130ECRM

It's a voltage detector with a delay by Shanghai Belling. I hope this next part formats ok:

It's a Gree Inverter AC's Outdoor PCB.
The circuit area is for the out fan driver. Some how insulation of two wires of Motor melted and shorted, blowing a resistor and a cap with that chip.

Are you sure it is that part. I can't seem to find that data on Google.
Do you have any data ?

Aah ! I found the data by searching this part "BL8509"

Cannot see the SMD marking code.
I am confused here.
