Icon MC2100LT-12 Treadmill Controller Not Powering Main Motor

I dug out a microscope, and as far as I can tell, the microcontroller says: CY8C24423A
24PVX[black blob][unreadable lettering]

However, all the units I can find for sale that are model CY8C24423A-PVXI (and slight variations thereof) have 28 pins instead of the 20 on this chip. Am I reading it wrong? (It isn't clear at all, with some sort of gloss over top making it even harder to read.) Or is the obscured part something that will get me the 20-pin one I need?

Looks OK , 12v supply in and the regulated 5v out.
Normally after power up, there is a 3sec -,5 sec wait, and then red LED should light steady.
And flash when belt motor running.
Max.

So would a lack of voltage being sent to the motor and the LED never lighting at all indicate a likely fried microcontroller chip? Or is there and other likely culprit or easy/straightforward way to test the chip?

The solution is to replace the board. I have not been able to budget the money to get a replacement as of yet, unfortunately. They're like 100 bucks and up.
