I need more ideas on underwater transmitter and receiver circuit designs

I want to design an underwater optical communication system with high speed and bandwidth to show the effects of absorption, scattering and turbulence. I need ideas on the circuit design for the transmitter and receiver. I would also need to simulate it on Optisystem and Matlab. I need ideas on how to simulate the processes on these programs. Thanks in advance .

High speed it means kilohertz scale of Gigahertz scale. Does it means analog or it means purely digital. Without of theres questions are answered, no any suggestions may be given.
Analog ends in simple way about 300 MHz but with some quirkies up to 2 GHz
Digital - there are no big problems except the laser price up to Terahertz scale.

By the way, there are rather good wave transmittance at long wave and ultra-long wave range. Thus, may use a multiple frequencies and get not so bad bandwidth.
