I am a little fuzzy on the TVS diode selection.

I have read many articles including here about selecting a TVS diode, but unable to comprehend it. I got an ESC with the DRV8301 chip I plan to run at a fully charged 14S li-ion battery (58.8V) at the PVDD pins. I know a TVS diode is not required if everything goes well. The DRV8301 has an absolute maximum voltage at 65V while 60V is the max for running under normal conditions. I understand working voltage is the expected max voltage to be used under normal conditions and breakdown voltage is the point the diode starts to conduct for protection. Between the breakdown voltage and clamping voltage which of these should I pick to prevent damage?
