Human detecting sensor other than camera

Which is the best sensor to detect static human presence. (It needs to sense if a rider is wearing a helmet or not(for motorbike)) ←
it should be precise and accurate data so that there is no any mistake or error ,
and u can also suggest any combination of sensors that can work .
and we have done our research also but we haven't explored much in sensors . (also by considering the situation).....←

With any device like this, its important to consider where the sensor/detector will be mounted and operated.
Do you have a scheme on how it would be used.?

Yes there's a strap in the helmet obviously where you lock the strap near the chin
So we r assuming to put the sensor and other components to make like a box and fix on the strap.

Its like we r using it for safety precaution where u have to wear the helmet to drive or else it won't access u to drive the vehicle .
Its like sending a message and receiving it , and the situation where it says the helmet is on the human head.

Another point you need to consider, if the sensor is ever used, what happens if the sensor or electronics fail while the rider is riding the bike.?
You cannot shut down the bike, it could cause an accident.

From the Snell Foundation (helmet certification agency) website:

MODIFICATIONS
Cosmetic changes to certified headgear are permissible. Such changes are generally limited to marking or trimming the headgear with manufacturer approved paint or tape. Otherwise, modifications to certified headgear effectively create new configurations which shall not have the confidence and certification of the Foundation until properly evaluated. Manufacturers must not place the Foundation's certification label in any modified headgear without the Foundation’s written authorization.
