Yes.

Dielectric refers to testing for breakthrough/arc voltage and leakage; probably also dielectric constant and resistance.

IR would be resistance characteristics which might not include voltage or capacitance characteristics.

 

If my dielectric value for 2kv 30 sec is 0.100mA , through this can I calculate the insulation resistance using ohms law ? Is it the right method.
