How to switch on a PC PSU which does not have a green wire

I have an old computer power supply I'd like to do something with. The problem is that it isn't conventional; the motherboard connector has few pins and there is no green wire. There is a blue wire that seems to go to about 1-2 V but connecting this to a black wire either with a 20 ohm resistor or directly elicits no response. Neither the fan starts nor does a voltage appear on the other outlets.

Aside from the motherboard connector it only has two HDD molex and one FDD molex connectors.

The PSU is a Dell SA145-3433.

Make/model of power supply?
There is often a connection list printed on the supply. Can you give us a photo of that?
Hi. The make/model is Dell SA145-3433.

I don't think the information listed is useful in powering it up. I don't think Dell wanted to help people like me! My interpretation of the date code suggests it might be from 1994.

It is normally pin 16 ( the 4th pin from the right bottom row). What colour wire do you have there?

EDIT: You may actually have difficulty with a Dell Power Supply as it may be Dell proprietary - see this

I can't find any information on that supply. There are some connectors with 12 pins with one pin unconnected like yours, though the colours don't match. Those connectors do not have a pin to remotely switch the supply on. If it is that kind of supply then it would seem that yours is faulty.

Hello, if i remember correctly this power supply is an old AT type.
"AT power scheme is the original power scheme that most of the older computers used. AT-style computer cases had a power button that is directly connected to the system computer power supply. "

Tree possible solutions:
1. look somewhere (ebay) to find a good condition AT supply.
2. repair it, professional skills required
3. use a new atx and make a adaption to AT connector.
