Is there any rule to select the capacitor and resistor for active filters?

Yes. Pick them so that the calculated roll off frequency is appropriate to the requirement of the design.

 

For any practical design I suggest you to download this software.

I used it many times with good results.

 

There's also FilterPro software from Texas Instruments.

 

There is no single "standard" active filter circuit. Without getting into how many poles the filter is, there are

functions: high pass, low pass, bandpass, notch...
basic topologies: Butterworth, Cauer, Chebyshev (lotsa spellings for that one), Bessel...
implementations: Sallen-Key, state-variable, bi-quadratic, gryators...

and on and on. Wiki has a good starting page, but it goes on and on, and it does assume that you can handle some math. This is a large topic in EE.
