How to regulate i.e. maintain constant rpm of a DC motor with a variable mechanical load

One way is to have a speed sensor on the motor and use feedback from that to control the motor voltage to regulate the speed and keep it constant.

What type of DC motor and how large is it, and what is its operating voltage?

I thought that myself; I was thinking an rpm sensor connected to an arduino which controls the voltage to the motor via a solid state relay. The motor is a 250W Brushed DC motor; not sure of the winding type.

Assume this is a PMDC motor?
types of typical speed feedback apart from encoder is slotted wheel and opto slot sensor or retro-reflective sensor detecting tape or white mark etc.
Also magnet sensor is often used on treadmills.
It is hard to get precise speed control without PID feedback, you can use just P but it is not very precise.
