Any such resistor would have to dissipate 108V * 18A = 1944W. That's one heck of a light bulb.

Yeah ha ha, that's a big one :)

My reply was based on the assumption that the real life operating conditions had not been clearly established yet. From the other replies i figured that was a possibility. From the posts that followed after mine, it seems that it is true, that the actual operating current is lower. But i also mentioned that this does not work for everything.
I cant remember the light bulb i used, but it must have been either 40 watt, 60 watt, or 100 watt. The nice thing about that is it is non linear with current, so we get a nice surge followed by a lower current once the filiment heats up.

Have you considered a linear actuator such as this one The power requirement is much les than the solenoild that you planned to use. Other posibilities are a car door lock actuator ot a small satellite dish actuator.
