He's using the liberal thought process of putting blame for his actions on others so that he is spared the embarrassment and emotionally scarring trauma of having to accept he's a big dummy which would then require him to have to do something about it like grow up and learn.

But at this level of detail, specifying battery temperature is critical because the ideal voltage varies with temperature. If I keep my boat's battery at 12.70V all winter, it won't start the boat come spring. At 13.80V, away I go.
