in the circuit attached, voltage across a and b terminals is 4V but I want to understand how is it 4V and why not -4V

 

Voltage from a to b is +4V
Voltage from b to a is -4V.
Voltage polarity is a relative parameter, not absolute.
Normally it's referenced to a common (ground) point.
