Yes, it is possible. Usually, the RPi is made master. Make sure the voltages are compatible.

If arduino is master, how can I connect that ?

 

And what's maximum I2C bandwidth speed ?, do you think use raspberry pico camera as surveillance camera, then stream data to workstation PC using ethernet, via arduino I2C and arduino ethernet shield, is feasible ?, Raspberry Pico -> I2C (Arduino Mega 2560) -> Arduino Ethernet Shield -> Cat5e -> Carrier Grade Switch -> Workstation PC
Can that configuration bottlenecks in I2C parts ?
