Is anyone knows how to apply frequency as an input for a frequency-to-voltage converter using an oscilloscope?

 

An oscilloscope does not generate anything.

You need a function generator to produce a frequency.

The scope simply shows you what it looks like.

 

You could use the calibration pin (sometimes labeled probe comp) to get a low-frequency square wave.
