It isn't called "time oscillator", try reading Timer oscillator.

Google "555 timer datasheet" or "how does 555 timer work?"

 

The NE555 can be used as a timer or an oscillator, hence the label "Timer Oscillator".

 

As an aside -- While the pictured circuit can be both entertaining and edifying to construct -- please be advised that it is by no means a practical power inverter...
