It would certainly require a very high level of skill to work a single pedal system so that it could actually coast. And the big question is what would the advantage be, except possibly to put folks behind the wheel who should not be driving because of inadequate capacity to respond with the correct actions. Certainly there are quite a few driving who should never be allowed to drive.
