The board still works to run the incline/decline motor and powers the control panel at the top. It just won't turn the motor to run the treadmill. Big white relay (JQX-105F) does not click. No 12 volts at the coil.
Can anyone give me any insight as to what components to check next, or have had a similar problem and found a solution?

The red LED on the board does not light.

 

The large capacitor with the 'OK 9' sticker appears in the picture to have a bowed up top. If it does then it may be faulty.

You say number C4 capacitor....I cheked it again, its top side is flat. Is C4 capacitor possibly an issue with the deck motor relay coil voltage?
