Appears to be a dual winding choke.

It was connected to a relay that was 120/240 input.I put 120 in the transformerror and got 120 out

 

Are you sure that both windings were not connected in series with the load acting as a choke?
That would account for the same voltage if connecting it as a transformer.
What was/is the original load?

Idk I got them from scrap years ago ,I have 3 identical

 

The apparent balanced windings and wire gauge/ No of turns still appears to be a Common mode choke to me.

Wish I could find something on web,company is gone as far as I can tell phone number disconnected and now way to cross reference that I can find,,was hoping I had found the making of isolation transformer

 

Could be why they were in a scrap yard?
Also the same colour on in and out also appears to confirm the diagnosis.
There would be many more turns for a mains Txfr.
