I have to replace a small ceramic disk capacitor and I am having trouble interpreting the markings. One side says B R010. The other side says 8192T. Any ideas?

Looks like a 10pf monolithic ceramic. I could be wrong.
Is it connected between motor chassis and a terminal ?

10 pF in the standard 3-digit European code, maybe, but I don't think that makes sense in this application. My first guess is 0.01 uF (10 nF), and a date code related to either 1981 or 1992.

I agree it does look healthy! To be honest, I am a mechanic, not so much an EE. All I know is motor no turny, but when I short out this component, motor turny. Interestingly, If i short it out and get the motor turning, it will continue to turn even if I stop shorting it out.

Sounds like it's stuck in high resistance mode, and that would indicate a surge suppressor, polyfuse, or NTC as previously speculated.
