Why is "Ground-1" to "Ground-2" Resistance so small ?
Because they are both- "very good" / "Very-Efficient" / "Low-Resistance", Grounding Systems,
and there is only 1-Earth / 1-Planet, and they are both connected to Earth, or, Ground.
The better a Grounding System is, the Lower its Resistance to Current-Flow is.
Water, mixed with Minerals from the Soil / Earth / Ground / Dirt,
is an excellent Conductor of Electricity,
but,
it does have a certain, measurable, amount of Resistance,
just like a Copper Wire has Resistance.
