I once had a someone ask me how to do something that was covered in his previous paygrade qualifications. I did tell him where to research for an answer, and I also asked him if there were other lower grade requisites I should test him on to ensure he deserves the paygrade he currently holds.
When you get people who are lacking in certain skillsets, you either bring them up to speed or get rid of them.

Agreed. There will always be those that don't care or don't want to know. When you design a course, you must have an idea of the baseline knowledge of your average student, hence the pre-requisites. I did not teach any pre-requisites, however, I would test them. There have been many who attend a course and then flush their brains free of the learned material after the test. Unfortunately for them, some of that material is requisite for future learning, even self-learning.Some people want to know why, other's don't care.
