I do not find reason in getting the value of the applied fines based on income. To me that smells hidden envy and resentment.
I agree. Some cultures simply don't like it when others do better than them ... they think it's "unfair". Then again, if the same economic sanctions were to be applied to everyone, the rich would keep on breaking the rules more frequently. It's the suspension of the perpetrator's drivers license that makes it fair for everyone.

Its amazing how many at that time were functional alcoholics and didn't even know it.

I remember these times. Everyone was always drunk, driving or otherwise.

Edit: Second video: "Pretty soon we're gonna be a communist country." Hmmm.
