The garden is already planted in "vegetable garden mix"* composted with wood chips and other stuff, and I have 200lbs of composted cow crap at the ready.

I am wondering if by planting in this already fertilized soil, I have doomed my potatoes to be small by not being able to control when they get food. Or, will this soil even provide enough nutrients to get through the summer? Will I need to periodically scatter some cow crap compost around same as I would with the fertilizers you guys were talking about?

No your fine, typically soil comes with 3-4 months worth of food and the high Nitrogen levels get eaten up first. When the lower leaves and tips of the leaves start to turn yellow this means they have run out of nitrogen and need more. This is normal when producing fruit so don't give em N when flowering and the leaves yeller. Other then that with soil your plants will pull out what they need. If though your still in full veg (Vegetative State or Grow Stage) and the leave start to turn yellow after they aren't seedlings add Nitrogen to get em nice and green again. Then just get a gallon of Alaska 5-1-1 and Alaska MoreBloom and your set. If your plants need a lil extra umph they will give it to em.
