what are the function of mosfet or igbt drivers when you already have a high and low signal capable of driving the mosfet or igbt ?

What drivers do you have in mind?
There are specialty drivers, dependent on the application and configuration, the IR2110 is one for example.
Max.

The driver allows the high side to stay above the Vgs level to turn it on, when using a Mosfet or IGBT as a high side switch. When using one as a low side switch a driver will give more amperage than a logic level signal, to turn the Mosfet or IGBT on and off faster. The faster the Mosfet or IGBT switches the lower the heat generated in it.

The gate of an IGBT represents a large capacitive load, to attain fast switching speeds you need to be able to deliver high currents to charge and discharge the gate rapidly.
