In the friis transmission formula is the output power per each cycle/Hertz or is it output per the measurement of time a watt is. For example if you get .001milliwatts is that each Hertz you get that or is that milliwatt the amount of time it takes a watt to move a certain distance like it is for a ampere (one Columbus of power per one volt , I believe, could be wrong.)

Friis formula links out-radiated power with in-received power as function of distance and antenna gain (at fixed single frequency). Nothing more.
