FPGA GPIO Input pins??

Just curious here
So when i have an FPGA that has a digital I/O pin that can be set in software to either be an input or output,
What is on the other side of the pin?

I have seen some chips that need pull ups and pull downs. I never see anything in the data sheet like a comparator that tells you its an open collector or something.

What gives?
