For the 555 timer chip, do I need to discharge the caps when i switch off?

For the 555 timer chip, do I need to discharge the capacitors when i switch the power off?

it ends going low, so does that mean the cap will be discharged after a time period or five?


***also for R3 how high of resistor can i use? (would a megohm work??)

heres a diagram, im using different R and C values though
