I'm trying to build a FM Transmitter, but after i try it on breadboard i got confused, i don't know if my device is working or not,
how do i know if my device is working? is there is any indication if my device is working correctly?

Building a FM transmitter on a breadboard will not work.
The contact strips inside the breadboard will have to much capacity for the used frequency.
Better use an other method to build the transmitter, like the manhattan method.

Most people determine whether their FM transmitter is working by putting some modulation into the transmitter (a tone or music, for example) and then seeing whether they can tune it in on an FM receiver. Keep in mind that your transmitter might be a little bit outside the FM band in which case you can bring it in by adjusting the RF oscillator coil or capacitors in LC tuned transmitters.
