Have no idea what that is, but sounds like an energy over-unity (perpetual motion) device and discussions of that are not allowed here since they defy the laws of physics.

I looked it up, it is a free energy scheme. Did not look at the details, but it probably involves spinning up a flywheel with a low power device, then extracting it at higher power over shorter time. Of course energy out is less than energy in.
