I'm Agreeing with danadak. o_O
The main application of an RC snubber is damping the resonance of parasitic elements in the power circuit. In applications where damping is required the value of the resistor must be close to the impedance of the parasitic resonance which it is intended to damp.

I would presume that such a small resistor in series with a capacitor can serve 2 purposes, first, to limit the noise current through the capacitor, probably damping some tendency toward oscillation, and second, to serve as a fuse in case the capacitor short circuits in failure, since it is right across the two power supplies. AND, it may also be serving as a jumper wire across some board traces.
