C3,R5,R6 form a power-on-reset circuit to ensure the 'out' terminal is at 0V initially. Works ok in my sim (LTspice), but you could try increasing C3 or R5 if Livewire won't play ball. Perhaps Livewire's startup rate for V1 is different from LTspice's?
Incidentally, I have not shown any of the spike-suppression and supply-regulating components which would need to be added for use of the posted circuit in an automotive environment.
