C3,R5,R6 form a power-on-reset circuit to ensure the 'out' terminal is at 0V initially. Works ok in my sim (LTspice), but you could try increasing C3 or R5 if Livewire won't play ball. Perhaps Livewire's startup rate for V1 is different from LTspice's?
Incidentally, I have not shown any of the spike-suppression and supply-regulating components which would need to be added for use of the posted circuit in an automotive environment.

"If it's still not starting off with the output low, then increase the resistor to 47k or 100k"
I increased R5 to 100K, and it starts up in 0 state, in my simulation.
I will try it in my breadboard, and write down my results.
