ESP32 Response Late

Hello , I make my own PCB with ESP32-WROVER I program it but the problem is when I power On my ESP it takes 3 second to light up the led .

Is that the full program? Do you have it connected to a serial monitor?

Three seconds sounds long enough to establish a WiFi connection which I why I ask if you posted the actual program. I know on one of my projects I programmed it to wait for a connection before proceeding...

If not a WiFi issue I would check the enable pin to make sure it is getting powered as it should.
