I didn't see any mention of the '283, but perhaps I just missed it. I think he said something about a 555 circuit, so I'm assuming that is what he is intending to use for the clock. For now, I'm focusing only on the datapath and establishing what the control unit needs to do and then we can worry about making the control unit do it later.
Because I know what has to happen to make this approach work, I am assuming that the ADD is a command that tells the adder to either add the multiplicand or zero to the bits brought up from the register. I'm not sure if the adder he is using can implement that functionality directly or not, but there are simple ways to get around that if not.
