EDR Electronics, model SR-100 Plus

So I found a couple of these in a junk pile.. no idea where they came from but since I'm always in the market for a DC motor controller I grabbed them uip.
Company is EDR Electronics, I contacted customer service a while back but really didn't get much in the way of technical help. There is a paper label on the inside of the housing but it's missing enough of itself to not be useful in determining out to connect things for a bench test.

The way Im understanding this info is that it's on/off status can be controlled by PLC, switch, AC or DC inputs. So I picture being able to wire in an on/off switch which would trigger the DC output and use the main pot to control the voltage amounts. You know, like a motor controller.
When I found both of these the L.C.SW or low current switch header was shorted.. which makes me think that when you flip the mains power switch that it should be generating output. But I read nothing from the Load terminal.
So I did some testing, defaults are the 120vac in and supposedly out (Line and Load terminals):

LC SW shorted - less than 2vac output (regardless of pot adj)
LC SW shorted - 20vdc to Prog Cntrl input - less than 2vac output (regardless of pot adj)
LC SW Unshorted - 20vdc to Prog Cntrl input - Man/Sig jumper to Man - (120vac output (again regardless of pot adj)
LC SW Unshorted - 20vdc to Prog Cntrl input - Man/Sig jumper to Sig - (same asbove, 120vac output.. doesn't deviate)

I don't really know what to try next...unless these guys are legit bad/faulty...

OK no traction on this yet.. let me ask is it normal on a production circuit board to have what appears to be the remnants of a components pins soldered in.. but no component?
There's a resistor (R2) that is not present, however it's holes are filled with what legit appears to be the legs of a resistor. There's no other parts like porcelain and the legs (if thats what they are) are pretty small. There's no damage to the surrounding area so it seems like maybe it was on purpose and not just ripped off by physical damage.IMG_2163.jpeg
