I want to know can I build up a circuit to capture E1 decode the information it contain using PICmicrocontroller

The elusive E1 is a highly contagious bug found only on the European continent known to infest telephone lines conveying highly secretive and illicit calls. Numerous attempts at eradicating this bug has resulted in its mutation to the E3 strain which has become even more resistant to eradication.
