Disabling battery checking on smart charger

Hi, I'm working on a project, my intention was to use a cheap smart charger as a transformer from 230V to 12V for a "machine" im working on. Now, the charger won't charge or provide power if it doesn't detect a "battery" or a motor in my case.
Is it possible to somehow modifiy the charger so it ignores that battery check and just charges?

Yes it could be modified, but you need to show pictures of the inside pcb and tracks, then we can work out what to do.

Looks like it monitors the Negative side through the current resistor R38,thick link, and switches on a transistor at the output ( between the bat +/- terminals).. its either a mosfet or Npn transistor, can you take a picture of its markings..and what is the voltage across C4 output capacitor.
