For those starting out learning digital ICs (TTL or CMOS) here are some aids. One common error is using bare switches on clock inputs. These inputs need to be clean pulses without glitches. Switch contacts bounce creating multiple pulses. Attached here are some examples of how to create clean pulses.
It is suggested that such circuits be built up on pc boards or breadboards because they will be used often. There are many other ways to accomplish these ends.
