Need to know what R3 is connected to.

 

Sorry i should have phrased my question correctly , R3 is connected to an Earth, this would make an inverting amplifier ? r1 and r2 are in parallel = total resistance to the negative 60kohms . Basically im not sure where to start? im not looking for an answer just an ask for help where to start . thanks

 

So what are R1 and R2 connected to?
With no input, obviously the output will be (ideally) 0V.
