Find what the initials "UPS" and "PSU" stand for and you have your answer.
i dont mean like that. I was going through a project paper that a power supply unit design for information technology device so that the boost power factor conversion stage utilized as half bridge converter. here a hold up time is considered for data storage if the AC supply is failure. I think UPS doing the same function like that.,thats why am asking the question.

In the context of your second question I believe the main difference is hold up time. A power supply would be able to keep its output in regulation for a couple of cycles after detecting and signalling a loss of mains power. This gives the system a chance to put things in order and to shut down without corrupting vital information in memory.

A UPS can keep a system running for many minutes or even hours after mains power is lost, allowing more data, including a job in progress, to be saved as well as avoiding corruption of vital information in memory.
