As the title suggest, I am wondering how one can read the values of the capacitors seen on the picture?

or some other meter.

 

That will tell you actual capacitor value but not the value it is supposed to be and so could be misleading if the capacitor is faulty.

My post was a bit cheeky and I apologise if it was taken that way.
That table on reading the colours, Alec_t, could come in handy.
Still, one of those component identifiers from EBay is a good buy. But they do need a power switch added as in the "off" state they run the battery down after a few weeks. I have found it a very useful tool.

Yes, that would work but I 3D printed a case for it and so the battery is enclosed now.

The tester I got was slightly different so the design was massaged a bit to make it fit.

Those caps above are probably low pF ones. I'm not sure how low the tester reads to.

The one linked to above says it reads from 30pF, with 1pF resolution.

 

I was hoping there was a way to determine the supposed value of the capacitors rather than measuring the actual values.

 

the only way to determine value of anything is to measure it (directly or not).
this means placing tested component (DUT = Device Under Test) into a circuit and taking measurement(s).

for example you can build an oscillator (even 555 will do) and compare resulting frequency to that of known capacitor(s).
output could be audible or visual. if frequency is too high, one can use counter to divide it by some fixed value.

Btw. even low cost multimeters today have capacitance measuring range.
