If you look at the Red response curve in post #16 it shows a approx bandwidth of 600 nm thru 900 nm, so any ambient light due to sunlight within this band will be sensed by the TCS detector, so a 650nm pass filter would help reduce the effect of the ambient light.

We can't tell what you actually need but know some methods to improve the detector's immunity to ambient sunlight. You will need to perform some experiments to determine which of the methods and the quality of the implementations thereof are needed.
